Plug-ins are just the extras to enhance the functionality of your website. What matters is the content. Even if you install amazing plugins but your contents are sloppy, the website is still crap.
but if you really want to look for plugins, just go to the plugins section:
Once you've built up a site that gets decent traffic, and hookup some banner advertisements, you might use a plugin to rotate banners, or cloak affiliate links.
There are minor seo aids out there, like rss feed widgets that supply fresh content.
All in all the plugins play a fairly minor role in the big picture.
Twitter is a great way to promote your blog. Twitter is one of the fastest growing social networking/marketing sites with over 3M unique users and growing rapidly. The platform is so likable that Facebook has recently made changes to mimic the Twitter Feed process.
I do suggest some reading on Twitter etiquette and what you should or should not post. Over posting of the same content is often frowned upon as well as Tweets like "going to McDonalds now" or "Just went grocery shopping" The Twitter community as a whole is seeking quality content just like anywhere else on the web. Be sure to have good information to offer the community. If you are not sure about what to write then wait and watch what others are saying for a bit. Be sure to follow some big names for a bit and see how they operate.

If used correctly, Twitter can be a great thing.
First, determine what your blog is about. Is it about cooking? Video games? What? That's your audience.
Next, get your audience and know what they want. If you have a cooking blog with recipes, no one will really care that you just added the eggs. They WILL care that you just finished smoking the ribs and will be putting them into the oven to get that off-the-bone feeling.
Next, Don't use it just for promotions. Unless you have a new promotion each week, you're going to lose people. You need something to get their interest.

A great free blog site is. They have great sub domain names available and its free to use, they also have a forum for helping people not only make blogs but make money off it as well

first, if u really want traffic, get a myspace. a lot of people dont like myspace, but its honestly how a lot of musicians have came up in life.

They meant you advertised your business without paying a fee for the priviledge of doing so. A plug means to advertise a business or product.
A "plug" is where you advertise something. People will often go on TV shows to "plug" their latest book.
Cheap is probably meant in the sense of "cheap shot", as in easy, poor taste etc.. but I wouldn't say it's common to use it like that.
My guess is they meant you had blatantly advertised something where they thought you shouldn't.
