Open Question: Hiring a programmer for website?

Hi, i want to create a debate website that will have a basic design and similar functionalities to yahoo answers. I do not know the programming languages needed to develop such a site, but i want to hire someone who does. What is the price range that i will be faced with? Please give me a range. Thanks.
P.s. it will not be close to the size of yahoo answers, as i have it planned out and i have a mock picture version of the design.
